Shweikeh Highlights the Significance of Partnership with the Academic Sector During the Signing of a Memorandum of Cooperation between the “Development of the Public Sector” and the University

The Minister of Communications and Information Technology and the Minister of Public Sector Development, Majd Shweikeh, stressed the importance of a genuine partnership with the academic sector in order to develop the governmental performance which is considered as one of the strategic priorities and goals of the Ministry. During the signing of the Memorandum of Cooperation with the President of the University, Pro.Sadiq Hamid, she clarified the importance of communicating with the academic sector and of unifying the joint efforts to fill some of the gaps that exist in the governmental performance. She also aimed to achieve the rule of law in public administration which his Majesty, the King, referred to in the Sixth Discussion Paper. The scientific expertise of the academic sector forms the main tributary for the human resource that functions in the public sector and provides services to citizens. Shweikeh noted that applying the clauses of the memorandum will bring the desired paradigm shift in the development of public administration especially in the management of change. This constitutes a basic factor to succeed in developing the governmental performance and copes with the mechanisms of providing governmental services specially the electronic shift. This can be achieved by investing in the prevailing points of strength in the Ministry and the University.In turn, the President of the University, Prof. Sadiq Hamid, stressed that the memorandum aimed to strengthen cooperation with the Ministry of Public Sector Development. This should achieve the goal of the University in providing quality services and establishing cooperation with the national public and private institutions. He also announced that the University would create a new MA program in government management which is the first of its kind in Jordan. The program aimed to develop the performance of public and private employees. It is worth mentioning that the program was drafted in cooperation between specialists in the University and the Ministry.In accordance with the signed memorandum, cooperation between the two parties would take place especially in preparing and executing the MA Program in government management. It also leads to preparing and developing specialized training programs which improves the employees’ performance and enhances their abilities at all levels. The memorandum stipulates the following: conducting joint research; exchanging documentaries, studies, methods and scientific papers (concerned with the development of public sector); government management, and studying the possibility of spending faculty members’ sabbatical leave in the public sector institutions. The memorandum also calls for taking advantage of the scientific and practical expertise of the employees of the two parties in the domain of training, teaching and consultation. Moreover, it urges establishing cooperation by diverting research, studies and sabbatical leave towards topics related to developing the performance of public institutions.The memorandum also encourages holding scientific meetings and exchanging work visits which aim to share experiences and ideas and making use of available facilities of the two parties in order to hold courses, meetings, seminars and specialized workshops in addition to making available the data of the two parties and keeping its confidentiality as well.
