He earned his Bachelor’s degree in Civil Engineering from Al-Ahliyya Amman University and began his professional career as an engineer at the Jordan Standards and Metrology Organization (JSMO), where he gained extensive experience in quality standards, technical compliance, and regulatory practices. He also served as a trainer at the Institute of Public Administration, contributing to the development of human capital through the delivery of administrative knowledge and professional expertise.
Driven by a commitment to strengthening his leadership capabilities, he later obtained a Master’s degree in Government Administration, combining technical engineering expertise with modern management principles.
In recognition of his exceptional competence and extensive experience, Eng. Shakour was recruited to the Kingdom of Saudi Arabia to serve as the Chief Executive Officer of Taylor Group for Administrative Services. He led the establishment of the Group and played a pivotal role in expanding its operations, transforming it into a diversified investment group with a strong presence across several strategic sectors.
Today, the Group comprises specialized companies operating in hospitality and catering, real estate development, engineering services, and integrated engineering solutions. Through his strategic vision and executive leadership, Eng.
